The foundations recognized the main Lively participation by victims in a world tribunal and delivered for just a Victims Support Unit. The UN and authorities of Cambodia signed the agreement to determine the ECCC in 2003. Judges together with other personnel were appointed by The federal government as well as UN.  Funding was pledged by UN members
